Housing Resources

The City of Euclid offers or partners with organizations that offer resources to homeowners and tenants alike. Below is a listing of housing resources available to Euclid residents.

Tenant Assistance


  • The Legal Aid Society of Cleveland Offers legal assistance on a variety of housing matters, such as tenant’s rights, housing discrimination, rent assistance, and evictions. Learn more about the legal assistance offered online or by calling (888) 817-3777.


  • Fair Housing Under Euclid codified ordinances and the Federal Fair Housing Act, it is illegal to discriminate in housing based on any of the following factors: race, color, national origin, religion, sex, disability, handicap (if you or someone close to you has a disability), familial status (families with children under the age of 18, or who are expecting a child), ancestry, military status, sexual orientation, and gender identity. Purchasing A Home

  • Down Payment Assistance for purchasing your home is available through the Euclid Development Corporation (EDCOR). Up to $10,000 of assistance can be provided, depending on the purchase price. Household income restrictions do apply. Learn more about the Program on EDCOR’s webpage.

 

Renovating A Home

  • Cuyahoga County Board of Health Lead Poisoning Prevention Program The Board of Health offers a variety of services, including blood lead testing, environmental assessments of the home, healthcare provider information, case management for children with elevated blood levels, free home repairs, and the HEPA Vacuum Loaner Program.   • Community Housing Solutions Assists low- and moderate-income seniors with critical home repairs, such as heating, plumbing, carpentry, security, roofing, gutters, downspouts, and accessibility. Conditions, such as being the owner of a single- or two-family dwelling, tax-current or in an approved payment plan with Cuyahoga County, do apply.   • Heritage Home Program Offered by the Cleveland Restoration Society, the Heritage Home Program is free to Euclid homeowners to help with site visits to answer home repair, improvement and maintenance questions; advice on energy efficiency methods; contractor resources; and evaluation of contractor bids and estimates. The Heritage Home Program also offers a low-interest, fixed-rate loan to assist with home repair projects.   • Housing Enhancement Loan Program (HELP) Provides homeowners of occupied or investment properties in eligible Cuyahoga County communities home improvement loans, at three percentage points below normal bank rates, for home repair or remodeling projects.   • Property Tax Abatement Program Euclid offers property tax incentives (known as Community Reinvestment Areas) for homeowners who make qualifying improvements to their homes, such as finishing their basement, adding a bedroom or bathroom onto a home, or constructing a new home. New Housing Construction


  • Land Bank Program Euclid’s Land Reutilization Program (“Land Bank”) offers property across the city for the construction of new housing. When purchased for the construction of new housing, Land Bank lots are sold for $1.00. Property Tax and Utility Assistance

  • Senior Property Tax Loan Administered by ESOP, senior residents aged 55 and older and who are owner occupants may be eligible for a loan of up to $6,500 to catch up on their Cuyahoga County property taxes.
